Panel B illustrates the timing and extent of government declarations: State of emergency (SoE, blue) and semi-state of Emergency (SoPE, green), indicated by the number of affected prefectures. The shaded area marks the study period. Peaks in intervention measures generally correspond to rises in case numbers.
